On Wednesday, Sony announced the release of Playstation Home update 1.3. The update, which went live yesterday, contains a slew of new features: a new game space for Hot Shots Golf, the ability to preview items on your avatar before purchase, leaderboards for some of Home’s mini-games, additional avatar emotions and dances, and even a new and improved Central Plaza complete with a kiosk used to hand out prizes during special events, just to name a few.
However, many gamers have been unable to experience all of the grand new features that the update offers, as after installing the update, the entire system freezes at Home’s “Initializing” screen.
Sony has acknowledged the problem by suggesting that users “delete and reinstall” Home in an effort to resolve the issue, but according to users on the Playstation Forums, this hasn’t worked in all cases.
For those who are still unable to log-in, hopefully a more permanent solution will be discovered sooner rather than later.

you might try resetting the system back to factory settings. I know many people with this issue that have had to do it. Bad thing is you will lose all game data and anything else you have saved on the system. Looks like the cause is a corrupt file but good luck getting Sony to admit that
